When your friend occurs near him, give the command “sit” or “down” and command him to stay in the position until given the release command. Reward him with praise or treats for being obedient. Practice in various locations and times of the day. Soon enough, he’ll figure out that he is being rewarded for behaving when someone or something passes by hence will not chase any longer.
